I could write a whole article on this but in continuation with my belief that new articles should offer insights not already available online else…simply link appropriate articles to aid readers who might have issues finding these said articles, [https://notlaura.com/css-is-a-programming-language/](https://notlaura.com/css-is-a-programming-language/?ref=untechered.ghost.io) is a master piece at exposing why CSS is a programming language so head over there and get enlightened but as a TL;DR

1. CSS alone can’t be seen as a programming language because it will not meet the criteria for [Turning Completeness](https://en.wikipedia.org/wiki/Turing%5Fcompleteness?ref=untechered.ghost.io)
2. CSS/HTML is Turning Complete because it fulfils [Rule 101](http://en.wikipedia.org/wiki/Rule%5F110?ref=untechered.ghost.io) in testing for Turing Completeness and is thus considered a programming language
